 Recommendations presented on 22 July 2010 to the full committee (constituted by the Ministry of of Social Justice and Empowerment, Government of India for drafting a new legislation for people with disabilities to replace the PWD ACT 1995) to be incorporated into the draft legislation. 20 July 2010: First meeting of sub-group- 'Health and Rehabilitation'. Three members including myself  present. Based on resource material provided by the Ministry (1.  Draft amendments prepared by Amendments Committee chaired by Amita Dhanda, 2. Harmonization of PDA with CRPD prepared by Dr Aloka Guha, -3.Recommendations by Statutory bodies -4. Recommendations by State Governments and UT Administration-5. Recommendations by Union Ministries/ Departments-6.
Recommendations by NGOs and individuals), independent interaction with various stakeholders and inputs at this meeting recommendations were made.

22 July 2010 : Committee meeting. Recommendations to be incorporated into the draft legislation were presented to the full committee by sub-group Health and Rehabilitation. All recommendations are in harmony with UNCRPD- soft and hard copy were handed to the Ministry on the same day. A copy given below-









12 August 2010: Committee meeting which I attended.



18 August 2010: Sub-group meeting: Only two members of sub-group including myself present.


Informed out of town and to have meeting after 22nd  September:  Could not wait indefinitely for other members to be free from their engagements to have another sub-group meeting. Had to go for husband's treatment. Informed one member of the sub-group about being out of town and to have meeting after 22 September 2010.

Also informed that no phone calls would be taken during this period. 

22 September 2010: Sub-group meeting takes place one day before my return. I am not present. Only meeting missed so far.

No interaction with any sub-groups at all in the six committee meetings held so far

29 September 2010: Committee meeting with civil society which I attended.

30 September 2010: Committee meeting with civil society which I attended. Consensus papers on some chapters were presented which I was seeing for the first time. Not received any consensus paper on chapters by post or email till now. The 'consensus paper' on Health and the 'consensus paper' on Rehabilitation were also presented. It was stated that a parallel paper had been discussed. Rehabilitation chapter was empty since it was stated there were no inputs.


01 October 2010: Committee meeting with civil society which I attended. I invoked my right to dissent on the consensus paper of health and  consensus paper of rehabilitation presented on 30 September 2010.
